This phrase summarizesthe philosophy behind the activities of European Partners for the Environment(EPE), a European association made up of representatives from public authorities,companies, the European Trade Union Confederation, environmental NGOs, Institutions,and other networks. EPE wants to act as catalyst to speed up the shift towardssustainable development. New negotiating mechanisms and new forms of action to increase the snowballeffect are required. There should also be a move from the war of competitivenesswhich is setting continents and countries against one another, towards aco-operation project. A type of cooperation which should be dynamic andefficient. Talking of "global change" does not only refer to the worldenvironmental issues at stake but also means proposing a new state of mind:having everybody become mobilized in companies, public services, civil society,so as to meet mankind's vital needs in a spirit of solidarity and environmental justice. "Global change" starts at home. EPE strives to facilitate aprocess whereby changes would be accelerated, and first of all in Europe,in which both Eastern and Western, Northern and Southern economies are intransition. Hence, EPE's activity programme, with its pan-European but alsonational, regional, and local dimensions. Among the top priorities of theprogramme for 1996 is the "Employment and Environment" initiative. EPE would like to cooperate with all those who may be interested in partnershipstowards sustainable development. Our hope is that on the occasion of theUnited Nations' Extraordinary General Assembly in June 1997, we should beable to demonstrate, with many others, that a new cooperation and partnershipprocess, unique in the history of mankind, was launched in 1992 and is bearingpromising fruit.
